PKH Enterprises assists clients by de-conflicting Departmental and program priorities, developing communications strategies, and conducting stakeholder consultations and mediations in areas where thought and technology is rapidly evolving, including identify and access management, Information sharing (PM-ISE), the Global Federated Identity and Privilege Management (GFIPM), and trusted Broker approaches.

Policy Development and Implementation

PKH Enterprises has the knowledge, skills, and experience to meet the challenges presented by newly implemented and rapidly evolving regulations, programs, and technologies. Several significant policies have been rolled out in recent years. PKH is leading the way by providing their clients with expertise and experience to successfully implement the policies.
PKH Enterprises is in the forefront of the CUI Framework development and implementation from multiple perspectives. Most prominently, PKH played a key role in the successful completion of the Presidential Task Force on CUI to review the proposed framework to determine if the in-process effort was compliant with new transparency requirements. PKH Enterprises also played a key role in the development and implementation of several significant information sharing policies. Successful projects have included the facilitation and implementation of policies, coordinating with the interagency group(s), drafting key documents, reviewing data and reporting on findings, drafting implementation plans and developing governance models.

Policy and Technology

PKH Enterprises makes policy actionable by developing innovative and cutting edge solutions for today’s problems. As the complexity of information sharing regulations and policies began to increase the compliance burden, PKH proactively solved the problem by developing a unique method of translating the regulations into a natural language, rules based, and situation based matrix. A quick query of the matrix clearly and easily reveals the regulatory compliance requirements that must be met.

Information sharing is a high priority. Tracking the agreements to share the information is critical to ensure data is used appropriately and in compliance with the agreements. Tracking also prevents the development of redundant and conflicting agreements. Using agile development techniques, PKH managed the pilot for a DHS software application addressing this need. PKH also developed the Data Quality Management Plan for the system and managed the collection and prioritization of system issues and system enhancement requests.

Project Management Support

PKH Enterprises has demonstrated project management skills in support of the areas of policy, law, regulatory compliance, technology, and communication. We have the experience and expertise, including Project Management Institute (PMI) certified Project Management Professionals (PMPs), to keep projects moving while navigating complex regulatory environments. We develop strategic message management workflows and work to eliminate barriers to success. Our innovative and diverse personnel are able to apply cutting-edge technical solutions to any work stream. PKH adapts quickly to meet the client’s mission needs.

In our work with NARA, PKH Enterprises provided project management for planning the implementation of the CUI framework. Specifically the company provided oversight of the development of NARA’s office to execute its Executive Agency functions for CUI. PKH also provided project management oversight for several technical projects. PKH developed and facilitated a plan to identify, collect, and catalogue information from all DHS components. PKH also provided the project management services to plan and execute the pilot for the automated system that would hold the resulting data.

Program Compliance

PKH Enterprises works with clients to ensure their products are in compliance with all laws, regulations, policies, and agreements. PKH has provided extensive assistance in the development and start-up of the new DHS National Security Systems Join Program Management Office. This office is responsible for ensuring that all homeland security partners have appropriate access to the nation’s classified information sharing infrastructure. Access and Privilege Management

PKH Enterprises has extensive experience developing hands-on, technological solutions in the areas of law, policy development and implantation. PKH is uniquely qualified to address both the business and technical aspects of identity and privilege management.

PKH Enterprises is providing key services to the DHS National Security Systems Joint Program Management Office by assisting in the preparation for implementation of the Global Federated Identity and Privilege Management (GFIPM) framework. GFIPM requires federation partners to establish the electronic trust needed to securely access information by sending standards-based electronic credentials to partner information service(s). PKH is assisting DHS to develop complete and appropriate policies that comply with all laws and regulatory standards. PKH is also ensuring that DHS access controls are aligned with mission needs and help facilitate information sharing among appropriate agencies and personnel.


Strategic Communications, Outreach & Facilitation.

PKH Enterprises has the experience to bring together diverse groups and guide them through the decision making process. In support of DHS, PKH Enterprises has played a key role in facilitating cultural and organizational change management activities relative to information sharing. PKH facilitated focus group sessions which identified and analyzed communication issues resulting in the creation of communication templates for email and the development of an Action Officer Guidebook. This Guidebook provides recommendations and templates to enable Action Officers to better communicate with the component staff they represented.

PKH Enterprises also facilitates the development of Information Sharing Access Agreements (ISAAs) for DHS. PKH works with components to develop and negotiate new agreements, coordinates reviews among DHS components and between the parties to the agreements, facilitates resolution of concerns, and ensures timely progress of the agreement through the approval process.
