Dr. Fratta-Hill joined the staff of the Graduate School, USDA as Dean of Information Systems Technology and Distance Education in August 2004. The Graduate School, USDA develops continuing education courses for federal government agencies throughout the US. She leads both the IT Curriculum and all phases of distance education, which includes the Self-Paced office in Denver and GS Connect, the live online platform. She led the implementation and development of the studios which house the Adobe Connect platform and supervises the instructional designers and technicians which produce these courses. Dr. Fratta’s extensive experience in the curriculum development in the academic community provides her with the expertise to develop and contract course development to meet the current needs of her clientele.Dr. Fratta-Hill taught and supervised IT faculty for 30 years in the Maryland state educational system. She spent 26 years as a tenured full professor at Prince George’s Community College, in their Computer Information Systems Department. The University of Maryland University College employed her as their Information Systems Management Director for over a year while she was on executive leave at P.G.C.C. Prior to that time she was a fulltime data processing and accounting instructor at a Prince George’s County high school.Business education has been the focus of her research and coursework. Her undergraduate degree from James Madison University provided three teaching concentrations: Stenography/Secretarial science, Accounting/Management, and Information Systems. Her PhD and MEd were awarded by the University of Maryland, College Park. Majors for both are in workforce development and industrial business education with concentrations in information systems development.Dr. Fratta began working in the distance education area in 1990 and has worked with the variety of technologies that have ensued. She developed and taught distance education courses in a variety of formats for both UMUC and PGCC. She is currently still teaching as an online adjunct full professor for the University of Maryland University College in the IFSM division.Currently Dr. Fratta is consulting for both DETC (Distance Education Training Council) and ACE (American Council on Education) and frequently participates in university and private sector inspections and MIVERs. She is also a well known speaker in the federal community who champions the new training technologies and processes required to attract Generation Y federal employees.
