Breaking the Cycle - the Transformation of DOE’s IT Strategy

OMB’s call for Federal IT reform, the rise of cloud computing and the challenging budget environment are among the challenges that are causing Agencies and their IT organizations to re-evaluate strategies and service delivery models to support the Agency’s mission. In this keynote address, the Department of Energy Deputy CIO will describe the transformation of the OCIO, which is being achieved through cultural and technological transformation, along with more effective strategic planning and collaboration to become a valued business partner across the entire mission spectrum of the Agency.

Manpower Assessment Methodology: The Key to a Successful IT Human Capital Strategy

As budgets are drawn down, and organizations increase their reliance on IT to be able to work smarter, the need for skilled IT human resources has never been greater. CXOs play an important role in developing IT Human Capital Strategies and must (re)take ownership of this effort back from the HR community. But how? The US Army Manpower Analysis Agency (USAMAA) has developed a comprehensive, common-sense approach to predicting future manpower requirements that relies on functional experts to lead the way. The methodology employs logic, a thorough functional analysis, and authoritative data to create flexible, adaptable decision tools to support risk-based resourcing trade-offs.
